Abstract
Much is riding on the second Irish referendum on the Lisbon Treaty, due in September 2009. Twenty-five European Union countries have ratified the treaty to reform the EU's institutional and decision-making machinery; the European Council has reassured Ireland that the treaty will not interfere with Irish taxation or neutrality. However, other members are watching the second Irish outcome carefully.
