The UK central government has increasingly relied on citizen surveys to evaluate the performance of local governments. These evaluations feed into the overseeing and regulatory functions of the central government and it is therefore in the interests of local governments that their citizens state that they are satisfied with their performance. This paper empirically tests a model of local governments maximising citizen satisfaction with local public services. The test includes six expenditure categories and the level of taxation. The results reject the hypothesis that local governments set all these seven fiscal variables optimally, but do not reject the hypothesis for a large number of subsets of these variables.
