Abstract
The continuing controversies over issues such as community care, day care for children, financial support for young people and child support all illustrate the difficulties and dilemmas involved in striking the right balance between family support and state provision. These issues are particularly important in the context of reductions in social welfare expenditure and family change. Research carried out at the University of Bath, in collaboration with a network of researchers from 15 other western European countries, has examined how the balance between state provision and family support is defined in law and policy in these countries.
